The first key phase of the project has been completed: the development of the Diagnostic Report on Basic Digital Skills among adults with low qualifications in Spain, Italy, and Germany. The analysis was based on national studies, interviews with trainers, and surveys of over 150 adults in situations of digital vulnerability.


Some of the most notable conclusions are:


  • A high percentage of participants struggle with basic tasks such as sending emails with attachments, filling out online forms, or accessing digital banking.

  • Lack of confidence is a recurring obstacle. Many adults avoid using digital devices for fear of “breaking something” or making serious mistakes.

  • There is an urgent need for content adapted to simple language, with step-by-step visual explanations.


The report also includes an analysis of the technological environment and the digital divide by age, gender, and educational level. These conclusions will allow the team to precisely tailor the training materials and digital tools to be developed.
